Why is the index.dat file exist after I erase them?

The Index.dat stores information about the web-sites you have visited and the cookies that have been saved on your computer. Microsoft Windows locks the index.dat file and can't be deleted. Windows Clean-Up Pro automatically overwrites the index.dat files with blank character preventing others from seeing anything useful in these files.
